omega purchasing overseas

I know this has been discussed several times but I need a little clairfication. When you buy a watch overseas and travel back to the US you are allowed a certain amount per person / family that is tax free. If you are over that limit do you just pay the difference at customs.ExampleLets say $1000 Tax free , watch is $5000, do you only pay taxes on the difference. Also what tax rate do you pay. Thanks!!........
