Can anybody identify this as an Elgin made by the original Elgin company, or if it is a later one? I tend to think it's the original company because it looks like a style from the right period.........
Eterna movement rust

Last week I took it to a local watchmaker to have it cleaned, and he called me back an told me it was pretty rusty. He said there wasnt any he could do. Could the rust be removed from the movement? Is it worth trying to save the watch or should i just take it as a loss and look for another one?........
