"Homeland Security" issue?

I had something odd occur yesterday. I recently bought a large lot of old wristwatch hands on eBay from a seller in New Hampshire, I live in Michigan. The package arrived to my PO box yesterday almost completely covered in green tape marked "Homeland Security". Other than the tape (which was impossible to miss) there was no note or even a sheet of paper telling my anything. I asked the post office people, and they had never seen this before and also did not know anything about what recource ........
