What's this doing on a vintage dial????

I recently came across this watch that looks like a Sea Glo or Sea XXXXX from the early/mid 60's. However, it has "SWISS" at the base of the dial which is suspicious for a pre-1969 Hamilton. Is it a later version Hamilton, or is it a bad redial / bogus piece? Thanks,Dennis........
