Old railroad requirements

What origianlly were the requirements for the first pocket watches to be a "railroad approved" watch?Someone is trying to tell me it was the jewels and that the more jewels the more accurate the watch.He also said they required a minimum of a 21 jeweled movement for a watch to be considered for railroad approval.I don't think this is correct, but i'd like an informed answer to pass on to him.Thanks in advance.........
