why the emergency only has 30mWR?

I hd been looking closely to the breitling emergency, which the wristwatch has a device ( it looks like a beackon-transmitter to me) that enable the SAR guys to locate where we are ( or the watch ) during for e.g. plane accident etc.. if its really working then IT is a very useable wristwatch till i noticed that the WR is only 30m, which is IMO , quite ridiculous ..Any opinion on this ? many thanksPete J........

While i'm deciding..

I suppose it would be nice to know a little about how to clean my current Seiko.. it's a basic Seiko Premier 100m, I love it but it has had a good two years of everyday use and has no major scratches but does have the everyday use. I read something about using steel wool? I just wanted to know how you might be able to buff out some of the scratches and make it shine again ?!........
